During Marc Bailey’s tenure as a Director, AARnet pivoted to a next generation commercial model, drove strategic growth and investment in infrastructure, and diversified its services. Today, the organisation generates an estimated $76.9 million in annual revenue, providing critical digital services to over a million users nationwide. AARnet operates significant projects like Indigo, the international subsea cable system linking Australia to Southeast Asia, which has set new records in long-distance digital transmission. AARnet remains a key player in driving Australia’s global competitiveness in research, innovation, and digital infrastructure.
Sydney Basin Fibre Network
Delegate - Sydney
The Sydney Basin Fibre Network is a $7.8 million project funded by NAUDIT, the Commonwealth Government, AARNet, and the Australian Film, Television, and Radio School (AFTRS). This multi-terabit capacity optical fibre network spans over 40 km across Greater Sydney, connecting high-tech medical facilities, commercial hubs, and higher education research centres. Marc Bailey was a delegate project director, accountable to ensure the project remained on budget, on schedule, and strategically aligned.
The network includes the Inner Sydney Ring, Middle Sydney Ring, and Penrith Link. This infrastructure enables connectivity-dependent technology centres to leverage the data capacity and reliability needed for collaboration and growth, ensuring Sydney’s leadership in digital transformation across research, commercialisation, education, and innovation. Designed to last 20-40 years, the network provides a robust infrastructure supporting these critical sectors.
Australian Access Federation
Director - National
The Australian Access Federation (AAF) is at the forefront of Australia’s identity and access management infrastructure, providing cost-effective, bedrock authentication and authorisation services across the research, government, and health sectors. Leveraging technologies like SAML, ORCID, and OpenID Connect, AAF ensures secure and streamlined access to digital resources for over 1.6 million users.
AAF acts as a Rosetta stone, advancing secure, scalable digital trust between organisations like NCI, Pawsey supercomputing centres, CSIRO, Australian universities, and medical research institutes. As Director and Treasurer, Marc Bailey played a pivotal role in transitioning to a limited liability structure with a sustainable subscription model, and negotiating a whole-of-public-health interconnect with NSW Health.
NSW ACT Health Universities CIO Forum
Co-founder - NSW and ACT
As co-founder of the NSW ACT Health Universities CIO Forum, Marc Bailey was instrumental in advancing interoperability between NSW Health and higher education. The forum brings together every NSW and ACT local health district and university, including NSW, Sydney, Macquarie, UTS, Newcastle, and Wollongong.
Established in 2013, the forum rapidly achieved key milestones, such as NSW Health adoption of identity federation, HealthWAN interconnect standardisation by universities, and Eduroam Wi-Fi adoption across NSW Local Health Districts. This increased cross-organisational digital flow for clinicians and laid foundations for enhanced data collaboration. The forum continues to foster cooperation and streamline operations critical to research, education, and clinical practice.
Australian Hearing HubÂ

The Australian Hearing Hub is a world-leading community transforming hearing and communication. It brings together prominent institutions, including Cochlear, Hearing Australia, National Acoustic Laboratories, The Shepherd Centre, NextSense, and Macquarie University, to cooperate on cutting-edge solutions for hearing challenges.
As a founding delegate of the AHH consortium project, Marc Bailey worked to create the physical infrastructure, evangelise participants, broker partnerships, and bootstrap collaboration. For the Hub to succeed, it had to be more than just a building—shared digital identity, tenancy, and trust were key objectives. Today, the consortium fosters breakthroughs in research, clinical services, and education, addressing global challenges in hearing health and improving quality of life for millions worldwide.
CAUDIT
Delegate and NSW Chair
CAUDIT unites technology leaders from higher education institutions across Australia, New Zealand, and the South Pacific, fostering collaboration and innovation in IT infrastructure and services. As an innovative member delegate and elected Chair of the NSW and ACT chapter (NAUDIT), Marc Bailey's leadership drove improvements in efficiency and capability across the sector.
He is a strong advocate for leveraging economies of scale through aggregated purchasing power, negotiating large volume agreements with suppliers like Microsoft and VMWare. These precedents contributed to the formalisation of the CAUDIT Strategic Procurement Program. NAUDIT facilitates initiatives that strengthen IT strategies, promote resource-sharing, and enhance digital services across member organisations.
